How to solve You don't have permission to access http://support.microsoft.com/en-us/supportrequestform

Hi guys,

I'm already desperate to solve this issue... For some reason my clients who are using hotmail.com or outlook.com stopped getting my emails that are sent by my server. These are important emails regarding sales. I'm getting an error:
Unfortunately, messages from [My server IP] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3140). My ISP doesn't have anything to do with my server.


I don't send more that a dozen of email per day. My server IP isn't blacklisted when I check with mxtoolbox.

I have a Microsoft account and I'm logged in, but I can't submit a support request. How is that possible??? I'm paying for Microsoft products, I have a registered account, but I can't submit a support request.

I found numerous similar topics on Microsoft support forums and I don't see anyone to have solved this issue. This is terrible.

The website I have accessed for domain delisting is in the title of my question here: https://support.microsoft.com/en-us/supportrequestform/8ad563e3-288e-2a61-8122-3ba03d6b8d75

The result that I'm getting every time when I fill the form is: Access Denied You. don't have permission to access "http://support.microsoft.com/en-us/supportrequestform/8ad563e3-288e-2a61-8122-3ba03d6b8d75" on this server. Reference #18.60841402.1642450440.59e3a57

I tried using different browsers and different internet networks, but the result is always the same - Access Denied....

Just to clarify that you would get an error when filling out the form right? and not by clicking the "submit" button?

Have you also tried using a different computer and see if it'll make any difference?

We have tried accessing the website and everything it working fine on our end.

Is your computer connected to a domain? are you using a personal computer or a work computer? Please consider accessing the website using a mobile phone and see if you will get the same error in submitting the form online.

Hi Juhn,

I'm able to load the url of the support request form, as I already mentioned. I'm using my personal computer which is my work computer as well.

I loaded the url on a mobile, filled all fields required and was unable to send the request because of Access denied (the same error).

after I changed the content of the Error message field from the email header (I was entering before) to just plain text, I was able to submit the support request form.

I thought that I have to insert a header of a bounced email, but it turned out this causes an issue to submit the form.
