How do I activate an inactive add-in?

- On the Tools menu, click Trust Center, and then click Add-ins.
- In the Add-ins box, identify the add-in that you want to enable or disable and note the Add-in type located in the Type column.
- Select the Add-in type in the Manage box and then click Go.
- Select or clear the check box for the Add-in that you want enable or disable and then click OK.

- I cannot find "Tools" in the ribbon of Word 2007
- Clicking on the Office icon let me click on "Word Options"
- Without using "Trust Center" I can go to "Add-Ins" showing active and inactive add-ins
- Marking "International Character Toolbar" and clicking on "Go" after typing: COM Add-ins as mentioned in the "Type" column, does not move the "International Character Toolbar" to the active section.
Question remains: How do I activate the International Character Toolbar in Office 2007. And if that is impossible why does it show up in Add-Ins.

Have you looked in the Add-ins tab of the ribbon?

Close Outlook, then open regedit. On a Windows 64bit system you'll find Addins listed here:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Office\Outlook\Addins
Find the Addin you want to activate, and set its LoadBehaviour value to 3.

I want to do the same for an Excel custom Addin that we use in a VB6 Application
It works fine with all Windows except Windows 10 and Excel 2013 or higher
I activate it manually but as soon aswe close Excel, it is deactivated.
I do not see any LoadBehaviour node in the registry for Excel Addins
Any ideas ?
