How can I download scanpst.exe

It actually is on your computer, it's part of Microsoft Office. You're unable to see it because it's a hidden file and you have Windows Explorer hiding these files.
What you have to do first is use Windows Explorer and click on Tools > Folder Options. Then click on the View tab. Click the radio button Show Hidden Files and Folders. Uncheck the box Hide Known File Extensions. Click Apply. Click Apply to All Folders. Click Yes. Click OK.
Now you can do a file search for scanpst.exe. First, ensure Outlook is closed and even check your Task Manager > Processes to verify. Click on Start. In Search Programs and Files, type in scanpst.exe and then hit enter. Once it's located, double-click it. Follow the instructions.
The repair may be time-consuming. If the repair process finds errors and repairs them, repeat it when done. When the repair no longer finds any errors, you can close it and then open Outlook and use Outlook to open your archive.

It is a great disfavor to insist that the file is in the computer. It would be by far better to tell people that it cannot be downloaded and that the only way to solve the problem is to buy a third party program and pay for it.I wish I had not wasted so much time following the advice of Microsoft MVP's.
ScanPST has been part of th standard install for every version of MS Office. If it's actually missing on your system, would only be due to it having been deleted or your drive has become corrupted. It is also not a hidden file. The actual location for O'2010 on Win7 depends on whether or not you have installed the 32bit or 64 bit version of office. In either case, doing a search for ScanPST.exe would have identified the actual folder where it was installed.

The disservice would be to tell people to buy a third party product when it's not required but if that's something you prefer to do - then by all means do so.
First step would be to do a repair on your Office configuration if the ScanPST.exe file truly does not exist on your hard drive but that is the "exception" and not "the rule".

Why scanpst.exe cannot be downloaded since so many people are asking for it?

This is the default location:Nope Kathleen? Any other locations and all views enabled - the file will not come up on any search with any softwear.
- Outlook 2010 and Outlook 2013 on Windows Vista, Windows 7 or Windows 8

If some user has deleted the file a repair reinstall of Office 2010 will reinstall it.
Otherwise type scanpst in the search programs & files text box
Currently win11 Pro & O365 Bus, multiple devices

As Palcouk stated, ScanPST is installed by default during any Office install with Outlook. If it's missing then either (1) Outlook isn't installed (2) something has become corrupted or (3) something deleted the file.
The location of
- OS bit version in use
- Office version in use
- bit level of Office version in use
- type of install in the case of '2013 (C2R vs .msi)
On a Win8 x64 system with Off'2010 (x86) and Off'2013 (x86-C2R installed) - i.e. two versions of Outlook being active - the location for ScanPST is as follows
For O'2013
"Windows Drive:\Program Files\Microsoft Office 15\root\Office15\"
For O'2010 on the same system
"Windows Drive:\Program Files (x86)\Microsoft Office\Office14\
On a Win8 x64 system with only O'2013 x86 installed via the .msi installer - the location is
"Windows Drive:\Program Files (x86)\Microsoft Office 2013\Office15\"
(note: don't know\recall if there any changes made to the default MS Office folder name during the .msi install process so there may be a slight variation but not something that should prevent anyone from finding the folder)
That said, simply doing a search for
