We all know this problem with outlook, and yet I cannot believe it has not been fixed by now, after all of these years.

Why has Microsoft dropped the ball on this problem that their tech support cannot help me?

Hi Steve,

If your are receiving error code 0x8004210E, "Your mailbox is temporarily unavailable because another e-mail message is being delivered to it or another mail application is accessing it", we recommend that you check Fix Outlook.com email sync issues. This article provides troubleshooting steps that may fix a probable sync issue.

For additional reference, you may also check Fixes or workarounds for recent issues on Outlook.com.
