Hi,
I would like to know what type of account you have configured in Outlook. (POP3, IMAP, Exchange ActiveSync or an Exchange account)
What is the domain of the Email address that you are using?
If you are using Microsoft exchange account you might need to get his region changed from your account admin for the exchange account.
Assuming that you are using a normal account not an exchange, let us go to the web mail of that particular e-mail and check the date and time settings there.

I received a link to an article on https://support.microsoft.com/en-us/kb/2800633 that detailed how to set one's time zone. I went to my account at https://outlook.office.com/owa/ and checked. My time zone setting is UTC -5:00, Eastern Time (U.S. & Canada). This still is a mystery to me. However, since I use UTC on a daily basis, it's not a big deal--just a mild annoyance. It's now just the principle of the thing.
