Complicated Problem with Outlook.com, Yahoo Mail, and Forwarding. Unable to send and receive emails

I have a lot of email accounts. Probably too many. The problem I am having involves someone sending me an email from a yahoo.com account getting blocked when it gets forwarded from one of my outlook.com email accounts to another of my outlook.com email accounts. Here's an outline:

2. *** Email address is removed for privacy *** attempts to forward the email to *** Email address is removed for privacy ***

3. However, the email is blocked with an error similar to the following:

This does not happen with any other domain, as far as I know. In particular, I have confirmed that emails from gmail.com addresses do not cause this problem. In addition, I have no problem receiving emails from yahoo.com or gmail.com addresses when they are sent to one of my yahoo.com or gmail.com addresses and then forwarded to my outlook.com address in a similar fashion to what I described above.

I'm pretty confident this is a bug in outlook.com, which is not recognizing when a yahoo.com email is forwarded using outlook.com's own forwarding mechanisms, and instead applying a security policy that should not be applied in this case.

Please provide any troubleshooting help, if applicable to this problem. Otherwise, please report this issue to the appropriate team. Thanks.

No, it doesn't help. I know exactly what the error means.

Domain owner policy restrictions are used to control whether a server will accept email from another server based on the domain of the sender's email address.

In this case, an outlook.com server is refusing to accept an email delivered by another outlook.com server (through the forwarding mechanism) because the email From address is a yahoo.com email address.

Outlook.com servers are preventing legitimate yahoo.com emails from getting to my main outlook.com email account, simply because they pass through another outlook.com email account first.

This is a bug. Please report it to the outlook.com engineering or systems administration team.

It's been a week and I still haven't heard anything. This is a serious problem that is preventing me from receiving emails from certain people. Has this been reported to the correct group within the Outlook.com team?

I am experiencing the same behavior with the same error message as SorcierLogiciel.  Weirdly outlook.com will forward from other domains.

Has a bug report been filed? Is there a form I can use to file a bug report with the outlook.com team? First-level tech support is insufficient for this issue and cannot help.

I'm having the same problem as SorcierLogiciel!  This started happening around December 2015.

If I turn off forwarding on 1 at outlook.com, there would be no bounce back e-mail.  

- The e-mail will arrive in my 1 at outlook.com inbox.

If I enable forwarding in 1 at outlook.com to forward to 2 at outlook.com then I'll receive a bounce back e-mail in my 0 at yahoo.com inbox.  

- The e-mail does NOT arrive in my 1 at outlook.com inbox.  

- The e-mail does NOT arrive in my 1 at outlook.com inbox.

I also played around with the "Keep a copy of forwarded message" option under forwarding.  If I enable this in 1 at outlook.com, there would be no bounce back e-mail.  

- The e-mail will arrive in my 1 at outlook.com inbox.  

- The e-mail does NOT arrive in my 2 at outlook.com inbox.

I also tried sending from a disposable e-mail address (https://www.guerrillamail.com/).  With forwarding enabled on 1 at outlook.com to forward to 2 at outlook.com, I tested the following...

Sent an e-mail to 1 at outlook.com.

- The e-mail does NOT arrive in my 1 at outlook.com inbox.  

- The e-mail does NOT arrive in my 2 at outlook.com inbox.

- I receive a bounce back e-mail in my Guerrilla Mail inbox ("Delivery to the following recipients failed" error).

Sent an e-mail to 2 at outlook.com.

- The e-mail will arrive in my 2 at outlook.com inbox.  

Looks like e-mails fail to deliver due to forwarding.
