Can't Create Teams meeting in Outlook

Appreciate for your input, my pleasure to assist you.
For this request, we would like you to try the below steps to see how it works for the first:
Run Outlook in normal user mode, not as an administrator.
When starting Outlook, do not run it with elevated permissions as this can interfere with identifying registered COM add-ins.
Download, install and sign into Teams and then restart Teams and Outlook, in that order.
To ensure that the add-in is installed and loaded correctly, you may need to restart Teams and Outlook after installing. Follow these steps:
- Download the Teams desktop app, run it, and sign in at least once.
- After signing into Teams, restart the app.
- Restart Outlook (after restarting Teams).
Ensure that the add-in is installed and enabled. If after all that, you still don't see the add-in, make sure that it isn't disabled for some reason.
- In Outlook, click File and then Options.
- Select the Add-ins tab of Outlook Options dialog box
- Confirm that Microsoft Teams Meeting Add-in for Microsoft Office is listed in the Active Application Add-ins list
- If the Teams Meeting Add-in is listed in the Disabled Application Add-ins list, select COM Add-ins in Manage and click Go…
- Set the checkbox next to Microsoft Teams Meeting Add-in for Microsoft Office
You may need to uncheck and check that teams meeting add-in for your scenario

If above still not works for you, we will continue investigating it and see if recently there are any issues and we will let you know as soon as we got any updates.
For the temporarily, you may consider using:
1. Calendar on Teams to creating meetings
2. Using Teams meeting add-in outlook web app

I tried these steps and it does not appear to have worked - I am still getting the same message.
Note that I do have teams noted as an active add-in and the Teams icon does appear on my Outlook ribbon. I can click the icon and it does take me to the window to book a meeting but then gives me the message that it is unable to book at this time.
Thoughts?

To help us further investigate it, would you like to take a screenshot of you current outlook version like this?
If your outlook version is not up to date, let's say lower than version2004, we recommend you could update it by clicking the Update Option , after the updates, then clicking the teams meeting add-in and see how it works.
Please do let me know you results, if the same issue still occurred, I will keep following you up.
