Can't add my hotmail account to Outlook 2016

I've had my hotmail account setup in Outlook 2016 for a while now.  I was getting a popup for my password so I would put in my password and nothing would happen.  I have tried many times deleting my profile and trying to re-add my account but when I do I get the popup you see below and if I close it my email doesn't sync properly.  How do I fix this issue?

Hi Joe,

What default browser is your computer using? Can you go to your Control Panel and try to change the default to a different browser?

It was Chrome originally and I switched it to the newest Edge browser no change.

I have also cleared all cache and passwords etc.

A pop that asks for my Hotmail account password is fine but after that I get the problem I posted.

Yes I can.

Every time I try to add my account to Outlook I get this email.

That means Outlook is trying to add the account as an HTTP/EAS account, which is no longer supported with Outlook.com. You need to add it as an Exchange account.

Are you using autoccount setup or manual setup? Autoaccount setup should add it as an exchange account, if it doesn't check for updates in Office. If it still tries to add it as an EAS account, run SaRA - it should fix it so you can add the account as an Exchange account.

I also can't get outlook to connect with exchange.  I am using the same method I have always used.  In fact it was working until thursday, when I got a request to enter password.  Started on one computer, the 2 hours later on a second computer. That is all it does now, around and around, asking for password. 

I have tried more things than i can list here, including the MS Support and Recovery Assistant, which only tells me "solution isn't supported for your office environment". tried aliases, tried turning on 2 factor (wouldn't accept the app password).  deleted certificates and autodetection entries, new profile. Even reinstalled an image from 2 weeks ago.  Still wouldn't work.

I think that the problem has to be at exchange.

I ran SaRA and installed all of the updates.   I tried setting up a new profile and still the same issue.  It keeps asking for my Hotmail password and I put it in and then it keeps popping up over and over.  When I close that popup it will load all of my email folders but no emails sync.

What should the mail server be?  It shows eas.outlook.com
