Can send but not receive emails

Ever since a Phishing incident on my Hotmail email account occurred last year, I've not received a single email into this account even though I'm able to send emails. I've changed my password on a recommendation for security reasons due to the Phishing thing and signed out and signed back in, but that's it. I can't figure out why I'm not receiving emails. Should I just create a whole new Microsoft account?

There are several possible factors as to why you're not receiving your emails. Below is a list that you can check to ensure that your settings are optimized to receive all your emails accordingly.

1. Check your Junk folder for the missing emails.
2. Make sure your mailbox isn't full or close to its limit.
3. Check your Inbox filter and Sort settings.
4. If Focused Inbox is enabled, check your Other tab for the missing emails.
5. Check your Blocked senders and Safe senders list. (You can add domains from known senders in your Safe list)
6. Check your email rules.
7. Check to see if email Forwarding is enabled.
8. Check if your account is blocked.
9. Remove some connected accounts in excess of 20.
10.Contact the sender and inform them about the issue so they can also check on their end.

The only thing I can see that might be wrong is win the forwarding settings mentioned in #7. I've tried checking it but when I click on "Forwarding" I get "unable to download these settings right now. Check again later". ???

So I followed the link and turned on my forwarding, but honestly, I don't see how that can help. How can I forward emails I'm not getting? As an older member of microsoft, this community thing is not working for me. I need to speak to someone on the phone so they can fix this problem for me. I don't have the time to go through all this information online. It's annoying too to know that Microsoft has experts that already know all this stuff and can likely fix the problem on a dime. I spoke to a Best Buy agent in their Geek Squad department and they said the account appears to be blocked on Microsoft's end and they couldn't help me because they can't get ahold of anyone either from Microsoft to get the account unblocked. Is there any way I can speak to someone from Microsoft that can look at my account and resolve this issue for me?

Hi Janet. I`m having the same problem too! If you do speak to someone please let me know what number to call. Actually i`m in the UK so if your somewhere else then you probably can`t help me. I agree and feel your frustration, it takes forever to get the answer you need and right now.

Hi Janet. Sorry for any confusion. The instruction is merely to check if your forwarding is turned on as this typically is what hackers often do to divert your emails. Just turn it back off again. With this kind of issue, it would indeed be best to contact support directly. There is no phone support, however. You may try their Chat below.

Or via email:
1. Sign in to Outlook.com.
2. Click the ? icon (top right) and type in a keyword of the issue on the Search help box. Press enter.
3. At the bottom where it shows (Still need help?), select Yes
4. Click the option 'Provide your email address...' and type in your contact email.
5. Hit Confirm and try to take note of your Request number for future reference.
6. You will get an email from a support agent in the next 24-48 hours.
