Please provide us the following information, to assist you further.

How do you access your email account? Is it by Microsoft Office Outlook or Outlook.com or Outlook App?

What Operating System are you using?
-
Does the same issue happen when using a different Computer?
-
Does the same thing happen when you access your account from the same Computer with a different browser? (Internet Explorer, Firefox, Safari or Google Chrome)
This is often caused by a corrupted file in the browser. I recommend that you clear your browser's cache and temporary internet files to make sure that they are the causing the issue.

I am so not computer literate, so I'll try to answer your questions as best I can!
I access my mail through Login.Live.com. It's a Hotmail account. I use Windows 7 Professional.
I use Chrome, have used it for several years with no problem. It's my home computer--I use no other device.
I can access my e-mail when I use Internet Explorer.
I have cleared the browser's cache and temporary files several times, with no difference being made in the login page display--still blank.

If you are still facing the same issue, it is possible that your account is undergoing server maintenance. Please check out this link to see if your account is affected: https://status.live.com
As you are able to access your account on Internet Explorer, so this is a browser related issue.

No, my account is not undergoing server maintenance.
I am thinking that the only solution is to uninstall and then reinstall Chrome. What do you think--should this, then, fix the issue?
