Outlook 2016 not receiving mail

Windows 10 . Outlook 2016.  I have two IMAP accounts set up.  One is receiving and sending mailing okay.  The other will send but does not receive mail.  It also has the message "Sync issues (this computer only) >local failure (this computer only" in the left column.  Any ideas?

Okay, I messed with this problem for hours. I was helping my wife set up her outlook 2016 (365) with a new business IMAP email account.

She could send fine, but wasn't apparently receiving any e-mail. Checked the server with squirrel mail and all the emails sent to her were there, but would not download to Outlook. Followed all the arcane workarounds found here and elsewhere to fix, reloaded MS office, created new profiles, deleted and recreated the *.OST files... nothing worked.

Finally found a really easy fix.

In outlook, right click on inbox.

In the menu, select IMAP folders.

at the bottom of the IMAP folders popup, uncheck the box for "When Displaying hierarchy in Outlook, show only subscribed folders" 

On her installation(s) [I tried reinstalling twice] of Outlook 2016 (365) it was checked by default. This caused Outlook to ignore all her mail in the inbox. Unchecked, it immediately downloaded all the past emails from the server.

Step 1:

Remove and re-add the email account in Outlook and verify the results.

Step 2:

Create a new profile in Outlook and then configure the email account and check how it works.

Note: Ensure that you select the new profile under Always use this profile for Outlook to start in the new profile.
