Outlook 2013: after windows upgrade the folder pane suddently remains empty

I just did another Windows update (25+ patches ||-( ) and since the subsequent reboot the left side folder panel of Outlook now remains completely empty. Since Outlook is almost unusable if one can not navigate between different folders (esp. if one has multiple accounts) this is catastrophic for me!

 

What happened here and how can I convince Outlook to bring back that folder view?

 

And - no: disabling all plugins and starting Outlook in "safe mode" did NOT resolve this issue!
