Optimal Strategy for a Multi-Volume Report

Greetings, dear community members!

  In order to avoid re-inventing the wheel, I ask you expert opinion for my case.
  I make a large report consisting
  1. Main part
  2. Appendix A
  3. Appendix B
  4. Appendix C
  5. etc.
Also the following requirements should be satisfied:
  • Each part consists of separate TOC, list of figures, list of tables, several chapters, bibliography. Headers and Footers of each part are the same, except for page numbering restarts at the beginning of a part (this allows production of several volumes-books in separate).
  • All the parts are totally cross-linked: each part contains cross-references to both itself and all other parts.
  • Pages can be either A4 Portrait or A3 Landscape.
  • Total number of pages is 2,000-3,000.
  • Report contains quite a number of high-quality pictures (appendix is approximately 500 MB). 

I see two strategies:
  1. Compile a single large DOCX (with huge size).
  2. Create a master document and subdocuments (it's unclear how to organize such a tricky page numbering and cross-references.
What do you suggest me to do?

Create a Master and Sub-document in Word 2010 and apply the page numbers for each sections and check if it helps.

At footer I use "PAGE / NUMPAGES" for page numbering. What is your suggestion to make page numbering to restart at the beginning of each subdocument?
