WORD 2010: How can I change straight " and curly “ ” quotes into chevrons  « »?

In WORD 2003, there was an easy process to switch from one type of quotes to the other, i.e straight to curly quotes and vice versa.

In WORD 2010, when I try to search and replace straight and curly quotes with chevrons even though the language chosen is French (France), I only get curly quotes.

Is there an easy way to do this using search and replace?

Language-dependent features have a way of catching you out.
 
Go to File > Options > Proofing tab > AutoCorrect Options ...
    In the AutoFormat tab CHECK "Straight quotes with Smat quotes"
    In the Autoformat  As you Type tab UNCHECK "Straight quotes with Smat quotes"
 
Back in your document Go to Home tab > Editing group > Replace ...
    Replace All " with " .... this should make all your quotes NOT smart
 
Now you want to use AutoFormat which is not in the Ribbon
    You can do it with the legacy shortcut (Alt+O, A - or if your Word is in French, Alt+T, M)
    Or you can add the command to the QAT ...
    File > Options > QAT tab .... Select "All commands" from the "Choose from" dropdown
    Scroll down to find Autoformat and add it to the QAT
    Then go and click the button you added
    This should make all your quotes smart - and in the French way
