Outlook 2010 phone number formatting doesn't work

When I enter new phone numbers in Contacts in Outlook 2010, it doesn't autoformat them like it did in my old Outlooks, e.g., 1234567890 becomes (123)456-7890.  I liked this feature.  Is it possible to enable it in Outlook 2010, or did they remove it?

I went to Phone and Modem in the Control Panel and went to the Dialing Rules for the default Location and entered my area code.  That solved the problem, but I never would have guessed this on my own and it sure doesn't seem intuitive as to why that would provide an auto-formatting feature in Contacts.
