0x8004210a send/receive error in Outlook 2007

I keep getting the 0x8004210a error when trying to send/receive in Outlook 2007.  I have completely uninstalled my anti virus trying to resolve the issue and have failed to resolve it thus far.  I've checked OL for add ins and there are no AV add ins to disable.  The issue does appear to be network specific, as I can connect just fine outside of my work network, but everyone within my work network experiences the same issue. 

Any suggestions on where to look next?

This issue may occur of the server is timed out while send/receive from Outlook. You may follow the Advanced troubleshooting steps from the following article and check if the issue occurs:
