You may rename the extend.dat to extend. Old and check if it helps.

Default locations:

Windows XP - C:\Documents and Settings\<username>\Application Data\Microsoft\Outlook

Windows Vista and 7 - C:\Users\<username>\AppData\Local\Microsoft\Outlook

You shouldn't need to reinstall outlook. There is a limited # of activations available for an office key but you can save the activation:http://www.outlook-tips.net/archives/2003/20031027.htm I don't think you'll need it.
