remove ocid wispr website and MSN when signing on each time

Almost every time I log on my Windows 8.1 laptop, an unsolicited MSN website then a ocid wispr site are displayed.  I have read a number of "helps." but I have a hard time finding their route.  MS support said it is most likely a  virus, and they will gladly fix it for $149,  McAfee doesn't concur.  Please keep it simple for STUPID.  I don't use the APPs feature, just plain old Desktop.

Hi,

It's an NCSI request

This entails editing Windows Registry so ensure you create a backup before continuing.

Go to Start > Type Regedit > Press Enter

Navigate to the following key

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NlaSvc\Parameters\Internet\EnableActiveProbing

Right click on the key > Select Modify

Change the value from 1 to 0
