Extra folders in Music Folder

Today I had reason to look in my Music folder which is C:\Users\Judy\Music\

I was surprised to see a lot of folders that I didn't create

They appear to be numbered  00, 0a, 0b....0f, then 01, 1a, 1b...1f etc through 9f.

Then there folders numbered 10-99 then a0, a1, ....af then b0....ff

Many of these are empty but in folder 1b I found 2 files.  They are:1ba5bb69f5b536f0339dcaddd53eb8ec8122a58c.file
1be69580a4584e2ea9762184d875fbc0737efc70.file

I have no idea where these came from or what they are.  

Interspersed among them, in alphabetical order, are folders that I have created with the names I have assigned. 

What are these files, where do they come from and do I need them?

I use Windows music player as my music player.

I play music on line using Spotify which used to let me include my local files in playlists, but now doesn't.  I know that may be due to a setting or maybe a change in the program, but it doesn't bother me.  I only mention it in case these weird files are connected to it somehow.
