If you're using Windows 10:
To stop Teams from launching automatically, click on Start / Settings / Apps / Startup. Turn off Microsoft Teams.
For MS Teams settings:
Settings. Uncheck Auto-start application. While you’re there, also uncheck On close, keep the application running and Register Teams as the chat app for Office.
Launch the Task Manager, click the “Startup” tab, locate “Microsoft Teams” in the list, and click “Disable.”

If these don't cover exactly what you need I would raise this as a new uservoice. To note however, it could be some time to get picked up and really, I think the general desire from organisations to use Teams is more to have autostart on by default rather than
off.

There are a lot of users too experiencing this. Since Teams don’t have yet the permanent solution for this, that is why these articles are being raised for up votes. Apologize if this doesn’t work out for you.
Yes you can try to reinstall and clear cache the MS Teams.
