We have this problem but intermittently. On our team, usually any team member invited to a TEAMS meeting can record. However, sometimes the Start Recording option does not display on the menu. It can display for some individuals but not others. It could display for an organizer but not an attendee. Or it could display for an attendee but not an organizer. Have you seen this? Do you know a solution?
Yup, we have this too at the moment. I don't know if it's a bug with Teams itself, or if a Windows Update has introduced the issue.

I have this problem too frequently - for some reason if I join on my MOBILE device (an iphone) the recording button is almost always there but when I join on the SAME account on my desktop - then the recording button isn't there.
Doesn't matter who planned the meeting - it's weird and definitely a bug.
