I have been trying these for 3days, each time waiting for 24 hrs to activate.

Thank you for posting. Is it user assigned Office 365 students or Office 365 faculty license?

Have you Turn on ‎Teams‎ for users with the following licenses below via admin center?

Moreover, please provide us with the detailed screenshot about the assigned Licenses and Apps page and error message via the Private Message for further analysis.
