Unable to create a free Teams account

 we haven't set up an account yet how would we have an organization directory yet?

Dear Adriana,
You have to authenticate and create your Teams organization, is not possible to use Teams with a personal account without create an organization, because if you select "For friends and family" option, it will re-direct to Skype, so, you have to follow next step by step, and should select "For Work" option, then fill all requirements:

Do this process in any internet browser on inPrivate/incognito mode (Ctrl + Shift + N), then open below link:

Thank you for your reply Renzo! But I am still running into problems - 

At the moment no one in my organization has claimed to have set up a Teams account. Is there a way of checking organizations?

Well, you could check that in below link:

Access with you account in an incognito mode browser.

By other hand, if you have an work/school Office 365 account, you will have to verify that information with your "IT HelpDesk" support at your University/School or company, depending in your case, they have to know if you have access to Teams.
