Yes, we can. The default time for redirecting to voicemail if there is no answer is 20 seconds, but it can be configured with a minimum of 10 seconds.
We cannot send missed call notification to distributed group email of the person who missed the call. After the call you can send voice mail only the callee.

we can redirect some call to external number which is not hosted on Microsoft. You can set any number.
