Change 5 minute idle time via policy

I've seen similar posts and I know there is not option to do this in the client. But is it possible to create a policy that sets the idle timeout for a user to something other than 5 minutes. I have an employee who is signed into Teams through a desk phone and not through the desktop or web client. This person is available even though they are not 'active' active in Teams.

If your employee is signed into Teams through a desk phone, they may not be marked as inactive, even if they're not actively using the desktop or web client. This is because the desk phone is constantly connected to the Teams service and can receive calls and messages even if the user is not actively using the client.
