The user role settings in your screenshot only specify the permissions in owa (outlook web app) settings. with the option in your screenshot ticked, end user can populate their phone numbers, addresses following the steps below.
1. sign into owa (outlook web app) and click options.
2. navigate to general -> my account.
If end users encounter any error message when populating the contact information, please provide a screenshot of it.
Please note that other information like title and department can only be specified by admin.
