Cross-referencing numbered lists

I am working on a document with several chapters, and within each chapter are separate numbered lists.  I make reference to some of those numbered items elsewhere in the same document.  I frequently have to add items to the numbered lists, changing the numbers originally associated with the items in the list.  For example:

1. Load reel with line by . . .

2. Run line through eyelets by . . .

3. Tie hook to line by . . .

4. Attach bait to hook by . . .

"Reference item #1 above prior to departing for fishing trip."

I then add the following items:

1. What fish are you hoping to catch?

2. Select the appropriate line accoding to the fish identified in #1 above . . .

3. Load reel with line by . . . (was item #1; automatically becomes #3)

4. Run line through eyelets by . . . (was item #2; automatically becomes #4)

. . . and so on.

As you probably guessed, my challenge is that "Reference item #1 above prior to departing for fishing trip" stays the same, when I'd like it to cross-reference to item #3 instead.  I have tried bookmarking, changing the bulleted list to an outline numbered list (maybe I did them wrong), etc. with no luck.

Is this achievable?

You can use Insert | Reference | Cross-reference to reference numbered items. Note that the cross-reference fields don't update automatically in Word. Switching to Print Preview and then back to your favorite view (use Ctrl+F2 as a toggle) will force an update.
