Cannot open downloaded files

Hi, I am getting the error message  whenever I try to open a downloaded file, while the file can be accessed once I go to properties and unblock the file, wasn't this patched a long time ago?

Currently on windows 8.1

Moved from: (Office / Word / Windows 8 / Office 365 Home)

Outdated application, application error, file damage, and permission related issues are a few of the possible reasons why you are experiencing issues with opening downloaded files. I would like to confirm if the issue is happening to a specific downloaded file. If yes, the file might be damaged. Repair the file by following these steps:

  1. Click File.
  2. Choose Open.
  3. Select the file location.
  4. Click Browse.
  5. Select the damaged file.
  6. Click the arrow next to the Open button.
  7. Choose Open and Repair.

If you’re getting the same issue, move the file into the same folder and add it to the Trusted Location by following the steps below:

  1. Click File.
  2. Choose Options.
  3. Select Trust Center.
  4. Click Trust Center Settings.
  5. Select Trusted Locations.
  6. Click Add new location.
  7. Click Browse and choose the folder where the downloaded file was moved.
  8. Click OK.
  9. Hit OK.

If you’re getting the same results, update Office. If Office is already up-to-date, repair Office.
