I cannot find the text effects option in Word to arch my text - I do not see text fill text outline or text effects - only those options with "shape" not "text"

Select the text you want to use, then on the Insert tab, in the Text group, click Text Box and then click Draw Text Box. This should put your selected text in a text box. Then on the Drawing Tools Format tab, in the WordArt Styles group, click Text Effects. The Transform options will be at the bottom. You'll also need to set the Shape Outline color to None for the Text Box.

You can also use Insert WordArt on the Insert tab and select a WordArt style, to place your selected text in a text box, but if you want to transform plain text, I suggest inserting it in a text box instead of using the WordArt method.
