We have been using modern SharePoint Group document libraries for collaboration and noticed recently when new documents are created based on a specified template (following the New file template management available), they are automatically checked out and authors have to manually checked them in before other members/owners of the group can see them.
Upon looking at the Versioning Setting of the library, it has already been set to "NO" for the "Require Check Out".
I remember when we first tested this created new-document-based-on-template process in this SharePoint Group document library, newly documents are immediately made available to other and there is no need to check them in.
Newly created document has an required metadata field that need be filled, could this be why a file is checked out automatically?
