SharePoint Issue Tracker - Mobile App

Based on the description, do you mean you want to create the Issue Tracking App on the SharePoint mobile App?

If yes, please just go to Site Contents and click New button to add it. The Issue Tracker list is a task list actually with its own content types.

I need to add new items in an Issue Track list current created.

I can't see any button as '+' to add new item. In Custom List created I can to add new item.

One more question, are you able to add new items in the Issue Tracking list in browser on your desktop?
