You mentioned "Not everyone has the issue but it showed up after we uninstalled our exchange 2010 environment except our Edge servers". I'd like to confirm whether only some users have this issue after decommissioning the Exchange 2010 server.
If so, please try to disable the third-party add-in referring to the following steps:
1. Start Outlook in safe mode. To do this, click Start, click
Run, type outlook.exe /safe, and then click OK.
If Outlook successfully starts in safe mode, the issue that you're experiencing may be caused by a third-party add-in.
2. Check for third-party COM add-ins and disable them.
a. On the File menu, click Options, and then click
Add-Ins.
b. In the Manage box, click COM Add-ins, and then click
Go.
c. Click to clear the check box next to the third-party add-ins that you want to disable.
d. Restart Outlook.
If not, please help to collect the following information to narrow down this issue:
1. Test Outlook Connectivity under Office 365 tab via
Remote Connectivity Analyzer (RCA).
2. Since you have removed the Hybrid deployment, please do a test in another network environment, such as home network. Check to see if this issue still occurs. This can eliminate the effect in the company network, including
SCP (service connection point), the local Autodiscover record, etc..
