Error Message 0x8004210A in Outlook

I am having problems receiving emails.  I'm able to send without issue.

I get the following message:

Receiving reported error (0x8004210A): The operation timed out waiting for a response from the receiving (POP) server. If you continue to receive this message, contact your server administrator or Internet service provider (ISP)

I contacted GoDaddy, but they indicated this was a problem with my computer and to reinstall Outlook.

Any guidance?
