Outlook Error 0x800cccoe

I am frustrated to the point of screaming!

My mother has been receiving this error for the past few days and I've gone through what I can think of in order to fix this.

I've deleted and re-setup her email account on Outlook 2016.

I've changed her email password.

I'm now unable to go into her account settings on Outlook 2016.  I go into the Account Settings window and double click on her account.  Instead of bringing up the regular interface to change servers, etc., it brings up the following:

I'll figure out a fix and it'll work for about 12 hours before the error message again comes up.  Last night, I was even able to send from and receive to the account using her Outlook.  This morning, nope. 

I have been dealing with this daily for a week now and am tired of it.  Help is needed!  Thanks.

What type of email account does she use? POP, IMAP, or Outlook.com/Microsoft Exchange?

IMAP with Bellsouth/AT&T
