How can I set up a "delay sending" on my email in Office 365 Outlook 2013?

Welcome to Microsoft Community.
Further to Palcouk’s suggestion which will work for single emails, in case you need to send delayed emails on a regular/permanent basis then you may follow these steps in Outlook 2013.
You will have to create a rule for Outlook 2013 to deliver delayed emails. Follow these simple steps to create the rule.

In Outlook 2013, click on File > Info > Manage rules and alerts.

Click on New Rule under E-mail Rules option.

Select option Apply rule on messages I send under Start from a blank rule.

On the next box you may choose any conditions to the rule which meet your need or ignore it and proceed to the next box.

In the next box Rules Wizard check the box defer delivery by a number of minutes and click on a number of to add the time delay.

On the next box name the rule and click on the option Turn on this rule.

Save the settings and check if the rule works fine.
