"Run a Script" option not showing in the OL 2016 Rules Wizard

Hi all

I have created a macro in the ThisOutlookSession:

Sub responder(Item As Outlook.MailItem)
Dim objMsg As MailItem
Set objMsg = Application.CreateItemFromTemplate("C:\templates\reply.oft")

objMsg.Recipients.Add "<emailaddress>

objMsg.Send

But when I open the OL Rules Wizard the action RUN A SCRIPT is not available. Why?

2). Run the .reg file as an admin

3). Restart outlook.  (Rebooting  was not necessary for my case)
