Outlook 2016 C2R 'Unsafe attachments' warning pop-up

Within the last 2-3 days, all our Office Insider users have started receiving a warning pop-up when sending an email with any type of attachment. It doesn't matter if it is an Office document, PDF, Zip, or even a screen capture added to the body of the message. Additionally, we've seen this across 3 different builds, so it doesn't appear to be build-specific/related.

The message in question is:


The users can easily get around it by clicking Yes, but this has become quite the inconvenience, and furthermore there is indication where this is stemming from. I have found this article (https://support.office.com/en-gb/article/You-receive-an-error-when-opening-attachments-in-Outlook-3f6dbffd-8505-492d-b19f-b3b89369ed9b?ui=en-US&rs=en-GB&ad=GB) which is in reference to KB 3191932 (June 13 security updates), but the issue is slightly different than what is noted. 

Has any other Office Insiders experienced this, or have any more information/details on what is causing it?

Thank you for posting the issue here.

Which 3 builds are effected? Could you please share 3 screenshots of the detailed version page? (Open Outlook> click File > Office account and then capture the whole page). How many people have this issue? They are all insider fast user?

Please find one test PC, open Outlook in safe mode, will the issue occurs again?

Press "Win+ R", type Outlook.exe /safe  then click ok.

Note: there is a space between Outlook.exe and /safe

If the safe mode doesn't work, try re-installing the Outlook client 32 bit and let me know if it works.

We've, so far, seen it on 3 three builds, and so far they are all Office Insiders:

1705 Build 8201.2075

1705 Build 8201.2102

1706 Build 8229.2041

Here is a screenshot from my PC:

I am unable to ever get authenticated when running in Safe Mode (we use MFA with certificates), so I am not able to test with Safe Mode. Additionally, being that we are suddenly seeing it across all our Office Insider users, I am doubting an Office reinstall will help. Again, this suddenly started 2 days ago for all our Office Insider users (~150 people).

Hey Gen,

Our issue is not with opening attachments, but rather sending an email with any attachment, including something as simple as a picture/image in the email signature. 

Does the link you provided cover both opening and sending attachments?

OH! Sorry I misunderstood. This could possibly be different. Let me find out... and this is only happening with Insiders right? you haven't see it with non-Insiders?

Just received a report of a non-Insider receiving the same prompt. This user is in FR for Deferred, and is running one of the builds noted in my original post.

Ok, sorry to say, I got confirmation that its the same issue and we have an open bug on it... meaning we know its issue and are investigating route cause/fix as we speak. 

For now, just click yes to send anyway.
