How To Fix "An Encrypted Connection to Your Mail Server is Not Available"

I want add account office 365 to Microsoft outlook business, but i get error below : 

I have tried a several ways: 

1. To this article https://docs.microsoft.com/en-us/exchange/troubleshoot/outlook-profiles/encrypted-connection-unavailable

2. Creta new profil from Control Panel > Mail Outlook 2016 > Show Profile > Add New Profile

3. SARA

4. Setup Manually account

but nothing changes. Please tell how to fix that issue?

From your description and the error message, to exclude the issue associated to the network environment, you first can use the another one to check if it is workable. If the issue persists, to provide further assistance, we'd like to collect your email account in Private Message to do further check. Besides, I sent a message in PM. Meanwhile, please share the screenshot about Outlook client version to us like the screenshot below (File> Office account).
