Calendar is showing tentative instead of busy

Hi Team,

I am trying to help my friends who are using Office 2016;

Scenario: User A(Organizer) sends a calendar invite to UserB and the rest of team members. UserB is the only person who is experiencing the below issues intermittently;

1. Though meeting was cancelled by UserA and no longer visible to the recipients, except UserB. It still shows in his calender as accepted and not cancelled.

2. When an invite is accepted by UserB organized by UserA, the status will intermittently show 'tentative' on UserB instead of accepted.

3. Outlook invites sent by UserA do not have a reminder timer on UserB, even when some others on the invite UserB see the typical 15 min reminder set.

4. Some meeting invites from UserA has a "zero minutes" reminder on UserB.

5. UserB accepted the meeting invite from UserA, and instead of the invite showing "Busy" on UserB calendar, it instead shows "tentative"

We have tried rebuilding UserA and UserB Outlook profiles in their workstations, Disabled 3rd party add Ins, and users do not have their mail setup in their phones.

btw, we also use O365 as managed by out administrators...

Thank you for the post. Since the issue only happens to one user, this issue could be related with this user mailbox in Exchange environment. In this scenario, I'd like to confirm the following information before we process further. 

1. Are both accounts in the same organization? Further, both Exchange online accounts?

2. If the user B sign in Outlook on the web, does the issue persists?

3. What's the Outlook desktop client version of user B? Please capture a screenshot via File > Office Account > Product Information for us.

4. Once the user A cancelled the meeting, did user B receive the meeting cancelling email notification?

5. Does the issue only happen when the meeting is initialized by a specific meeting organizer, or just at random?

Below are the answers to your questions;

1. Yes, they are on the same organization and both are online exchange account.

2. Issue persists online with UserB.

3. Both userA and UserB are using MS O365 proPlus

4. Yes, UserB received the email notification that UserA cancelled the meeting.

5. It is only happening on calendar meeting invites organized by UserB.
