2.To identify if the issue is related to Add-ins, please start Outlook in safe mode to see if the issue persists. (ClickStart > Run>
typeoutlook.exe /safe> clickOK.)
If it works, try disabling add-ins to see if it works:
Click File>
Options> Add-ins> Select “COM Add-ins” in the Manage drop-down> click
Go> Uncheck any add-ins that you are not using> click OK.

Repairfor your Office suite,
if it doesn’t work, then do Online Repair.

via Exchange,
POP/IMAP?
The detailed version of your Outlook client. Please navigate to File> Office Account to check it.

When Does the issue starts to happen? Do you make any change that may cause the issue?
