Outlook 365 Problems With Build 16251

A number of problems are happening with Outlook 365 after loading Build 16251.  Cannot send emails, cannot delete emails.  Outlook does not seem to be communicating to the email server as each time Outlook is opened the same emails are received.  Receiving several error msgs such as 'Disk is full or not working' (Significant room on disk), or 'Insufficient resources available'.  This is on Surface Pro 2, using the POP3 standard with Comcast as the email server.  In addition, when the Surface is shut down and then started Outlook opens on its own. The other apps in Office seem to be working properly.

Have uninstalled and installed Office with same problems occurring.
