EX147785 starting Wednesday, September 5, 2018, at 5:30 PM UTC. The user experience of this incident is: Users may receive a message indicating they are being throttled when accessing Outlook or Skype. Tenant administrators can view current information
and updates on SHD at the link here <https://portal.office.com/admin/default.aspx#@/ServiceStatus/ServiceStatusHistory.aspx>.
