Outlook 2016 Delivery Reports

I was checking out the Outlook 2016 Delivery Reports for some troublesome spam I've been receiving buy it's not working. My Outlook 2016 is version 1801 (Build 9001.2138 Click-To-Run) - Outlook 2016 MSO (16.0.9001.2080).
Have you tried to disable Norton and check the site? I know on the screen shot it safe it's "safe" but it wouldn't be the first time an Antivirus hid something safe.

Just disabled my anti-virus and tried again but still says "webpage cannot be found"

Could be a few things, to quickly narrow down the cause, is there another computer you can try to access the site with?

Unfortunalty no I do not. But it is report the website cannot be found. So I don't know what troubleshooting I can do I on my end. It doesn't say it's block, it isn't giving a certificate error. Website is just not there....

Have you ever been able to access the site, if so when was the last time?

Here's a few things I would check

Check IE proxy settings, make sure it's not set to "auto detect proxy"
Reset IE all together.
Could try another browser as well,
Reset Window Firewall to defaults
You could try safe mode with networking.

I'm double checking on it, but didn't think outlook.com users had access to the backend (where the reports are).

It's a feature used by business/enterprise customers. I haven't heard back yet if it is supposed to work for consumer accounts.

The url goes to the 'ecp' which is the exchange backend. Consumers don't have access to the exchange backend. Plus, the command is missing in Outlook on the web for consumer accounts (its easier to disable things in OW).... which leads me to believe it's not supposed to work with consumer accounts... but that is just an educated guess. We won't know for sure until i hear back from support.

They removed some enterprise-level features from the consumer side - like policies & folder sharing - but some of the features couldn't be turned off in Outlook desktop, so the command is there but doesn't work with outlook.com accounts.
