Send test e-mail message: The server responded: 421 cannot connect to SMT

I have already setup new account in outlook, then after I test email, it will appear an error message as below:

Generally means that the settings for the SMTP server are not correct which could be for any of a number of reasons

#1 - smtp server address is not correct or

From the email account <More Settings> button

#2 - Outgoing server tab
  - My outgoing server (SMTP) requires authentication is not checked or settings are incorrect OR

#3 - Advance tab
  - Outgoing server (SMTP) port # is not set correctly for this account

Information for the above is obtained from your ISP barring any other specific info regarding the specific POP3 account you are setting up (i.e. GMail)
