Did Outlook work correctly before? When did it stop? What type of mail account did you create?
1) Make sure your account settings are correct. Verify that the settings indicated on your provider's website match what you have entered. If that doesn't work, try step 2.
2) Try opening Outlook in safe mode:
http://www.outlook-tips.net/outlook-2010/start-outlook-in-safe-mode/. If that doesn't work, try step 3.
3) Try recreating your account:
