How do I resolve "MFEOtlk.dll could not be installed or loaded" error message in Outlook 2003?

I installed Office 2003 Standard and then downloaded and installed Office 2003 SP3.  But every time I start Outlook up, I get this message: "The add-in C:\WINDOWS\system32\MFEOtlk.dll could not be installed or loaded. This problem may be resolved by using Detect and Repair on the Help menu".   Detect and Repair does not work.  Can somebody tell me how to fix this, please?

Im sure you all figure it out already, just wanted to post the answer in case anyone else comes by here looking for it.

with outlook closed, find an delete the following file:

c:\documents and settings\username\local settings\application data\microsoft\outlook\extend.dat
