ERROR: Outlook can't connect to your outgoing (SMTP) e-mail server. My question also: Does being encrypted matter?

I can not send e-mails through Outlook. I have followed all the steps the att.net site & email site suggested (steps 1-10). At one point, it says my POP is not encrypted, so I go the unencrypted route?? I've done my Account Info with ATT.Yahoo that needed to be done. I've been on this for hours and hours - HELP! Thanks

Ensure to have the correct port numbers for incoming and outgoing servers. It is as follows.

Incoming Server – 995 with SSL encryption 

Outgoing Server - 465 with SSL encryption

 

Refer the article KB 813514 for information basic send/receive troubleshooting.
