That looks very logical from the error code.

 

I found my problem was different as I had an Imap account and should have had a POP3 account. Dunno how this happened as it was set up automatically by Outlook when reloaded.

To fix had to delete the account and set up again manually with the settings supplied by IT guys at base.

 

Hope this helps - I know how frustrating this is but seems there are many causes. Looks like a black belt project to get to the root causes!

This means that your local time is too much off when comapred to the time on the server.
Check if your date, time, time zone and DST settings have been set correctly. If they are, contact your ISP/mail admin and have them verify the data/time settings on the server as indicated by the error given.
