Saving Messages in Unicode Message Format

I checked the box the says "Use Unicode Message Format When Saving Messages" but it refuses to show this as a default. Is this a bug or am I missing something?

Unfortunately Outlook 2007 doesn’t implement the ‘Unicode’ format as default Save as option even if the ‘use Unicode Message format while saving messages’ option is selected.

Note: This issue has been fixed in Microsoft Office Outlook 2010
