Win + Shift + S Not Working in Windows 10

I've read dozens of online posts and apparently no one has this problem but me.

With Windows 8.1, Win + Shift + S worked for taking screen clippings with OneNote. Now that I've upgraded to Windows 10, Win + Shift + S does nothing except type "S".

I'm running Windows 10, I have OneNote 2010 installed (although the "Send to OneNote" app doesn't show up). In my icon tray, I see the OneNote icon, and it lists opening OneNote as Win + Shift + N, which works, but screen clipping is listed as Win + S (which of course opens up Search in Windows 10).

I am not looking for a registry hack, I can do those just fine, but I want this to work as expected and intended, so any help getting Win + Shift + S to work again would be appreciated!
